America's First Post-Midterm Step on Ukraine Should Be Simple: Honour the Agreements It Has Already Made.
President Zelensky has revealed that Ukraine has not received $16 billion in previously agreed funding. These funds were committed under earlier arrangements but have been withheld or remain undelivered.
This is an important issue for the incoming Congress.
The US midterms have created an opportunity to reset Washington's approach to Ukraine. But before debating new assistance packages, sanctions or diplomatic initiatives, there is a more immediate question.
What happened the the 16 billion?
Ukraine is entering another winter of sustained Russian attacks against its electricity grid, heating systems and civilian infrastructure. Patriots are held up and a lot of already allocated funding hasn't been spent.
These are not theoretical requirements. They are immediate operational needs that will save lives.
Zelensky has called for Ukraine to engage with the changing political landscape in Washington and consolidate the bipartisan support that already exists.
Before the mid-terms I predicted that Ukraine would focus on congress as its best path to a renewed partnership with the United States. This is now happening.
Congress has the power to investigate outstanding commitments, examine the status of appropriated funds, demand explanations from the administration and ensure that previously authorised assistance is implemented in accordance with US law.
There is an important distinction between proposing another multibillion-dollar assistance package and asking the American government to honour commitments it has already undertaken.
