President Volodymyr Zelensky said Ukraine has proposed an agreement with Russia to halt strikes on critical infrastructure, including energy facilities, ports, logistics, and food supplies.
“Ukraine is NOT certain that Russia has any intention of honoring any agreement,” Zelensky said.
He added that Ukraine is ready to halt its own strikes if partners can ensure Russia genuinely stops targeting Ukrainian energy and other critical infrastructure.
Zelensky said such an agreement must be reliable and long-term, calling de-escalation around critical infrastructure a possible “first step toward peace.”
