Reminder: Nobody can predict which TikTok video goes viral. The only move is volume.

The first 3-4 seconds (the "hook") determine whether someone keeps watching. But you can't know which hook lands until you've run enough tests to find out.

Think of it as surface area. Every video you put out is another patch of ground where a viral moment could land. 10 videos is a small patch, 50 is bigger, 200-300 is where you start to actually learn something. Send 300-500 samples to creators and about 60-70% will actually post a video. Out of that whole pool, maybe 5-10 are strong TikToks. One or two might catch.

Once you see TikTok as a surface area problem, the whole strategy shifts. You stop asking "is this video good enough to go viral?" and start asking "do we have enough out there for a winner to emerge?"

Don't get me wrong, you still need quality hooks. But volume is what creates the conditions for the hook to find its moment.
