Your delivery metric just became a rule for FBM.

Amazon is changing how it applies the Business Hour Delivery Rate (BHDR) to seller-fulfilled shipments in the US store.

Starting September 30, 2026, BHDR moves from an informational metric to a required performance standard, with a 90% threshold for shipments going to Amazon Business customers.

Here are some examples of these customers:

• Small businesses: Purchasing supplies and equipment for daily operations

• Large corporations: Including 97 Fortune 100 companies that shop on Amazon Business

• Government organizations: Federal, state, and local government agencies

• Nonprofits: Charitable organizations and foundations

• Educational institutions: Schools, universities, and educational programs

• Healthcare organizations: Hospitals, clinics, and medical facilities

The thing is, now every shipment will carry its own promised delivery date, carrier, and attempt history, and Amazon rolls them into your 14-day rolling average, which is recalculated daily.

If your rate is below 90% on September 30, you will receive a notice and recommendations. If it has not recovered by October 30, your seller-fulfilled offers can be deactivated for Amazon Business customers. FBA and retail offers are not part of this requirement.

And when it comes to what you should focus on, they trace back to handling time accuracy, carrier selection, and ship method- three inputs you control long before a package leaves the warehouse.

So now might be a good time to:

Pull your BHDR report by Order ID and review the Failure Reason column before looking at the summary percentage.

Check patterns like the first attempt on a closed day, which usually points to handling time or ship method, not carrier performance.

The gap between now and September gives you time to address the pattern rather than react to the deactivation notice.
