Your compliant ASIN is blocked. No notice sent.

A pesticide seller had EPA registration. State certificates for every jurisdiction. Full federal compliance. The product was live in search results, visible in inventory reports, and showing no violations anywhere in Seller Central.

Orders from 35 states simply stopped being fulfilled.

Most sellers in this situation assume the problem is a listing error, a catalog issue, or a flagged keyword. They open a case with Seller Support and start troubleshooting the listing itself.

The listing was never the problem.

Amazon runs a separate enforcement layer specifically for state-level regulations. When an ASIN is flagged based on product category signals, the system applies a fulfillment block to states known to regulate that category. It does not check whether your compliance documentation already exists. It blocks first and waits for you to appeal.

This is a proactive restriction. It operates at the fulfillment layer, not the listing layer. The ASIN stays visible. Customers in restricted states see a shipping unavailability message on the detail page. The seller sees nothing in Seller Central.

Federal compliance documents do not satisfy state-level restrictions. Each state requires its own certificate tied to its specific regulatory framework. EPA registration alone tells Amazon nothing about California, Texas, or Florida requirements.

The system does not know your certificates exist until you submit them through the correct escalation path. And standard Seller Support agents do not have the authority to remove this type of restriction.

What you can do is treat compliance documentation as operational infrastructure. Before a restriction happens, not after. Every regulated ASIN needs federal certificates, state-specific registrations, and testing reports organized and immediately accessible. The seller who can attach a complete compliance package within hours resolves the restriction in days. The seller scrambling to locate documents resolves it in weeks, if at all.
